Code of Conduct
Act with integrity, respect others, uphold responsibility, ensure fairness, promote safety, and protect organizational values.
📌 The Code of conduct for AAI Instructors is governed by the Employees Conduct, Discipline and Appeal Regulations, 2003 whereas the code of conduct for other Instructors are governed by the terms and conditions of their appointment/attachment as well as the applicable conduct rules of their organization.
📌 All Instructors are to work with honesty and integrity alongside the Head-ASTI in pursuit of the ASTI’s development.
📌 The instructors are to familiarize themselves with the type of training/job aids available with the ASTI and shall be responsible to ensure effective use of such aids to enable trainees for effective learning.
📌 By virtue of the sensitive nature of AVSEC measures and procedures, and the consequential need to maintain a level of confidentiality based on the need-to-know principle, instructors shall exercise strict control over all forms of training/job aids containing or displaying information, which could be misused.
📌 Every BCAS certified instructor shall take at least two sessions every three months to maintain currency of his/her certification.
📌 Instructors are to fulfil their teaching duties with sincerity, dedication and punctuality.
📌 In addition to teaching responsibilities, Instructors are to undertake responsibilities of evaluation, invigilation and Administrative work.
📌 The working hours for the visiting Instructors are to be according to their time-table and any other additional duty assigned to them.
📌 The working hours of the Instructors posted at ASTI shall be as per the working hours of their parent organization.
📌 Instructors are not to take any other employment and commitments which may interfere with their professional responsibilities at the ASTI.
📌 Instructors are to take leave as per rules with prior intimation to the competent Authority.
📌 Instructors are to pursue professional growth continuously through study, research, participation in seminars, conferences.
📌 Instructors are supposed to provide mentoring and counselling for students facing challenge.
📌 Instructors are supposed to respect the rights and dignity of every student.
📌 Instructors are to be fair to each student irrespective of the student’s religion, caste socioeconomic group or social/physical identity.
📌 Instructors are to encourage values such as respect, peace, democracy, humanism amongst trainees.
📌 No Instructor is to engage himself in any political activity within or outside the ASTI Campus.
📌 Medium of Language for the course authorized for AAI-ASTIs shall be as specified in NCASTP i.e. Hindi/English.
📌 The Code of conduct for AAI employees is governed by the Employees Conduct, Discipline and Appeal Regulations, 2003 whereas the code of conduct for other staff are governed by the terms and conditions of appointment as well as the applicable conduct rules of their organization.
📌 Non-teaching staff is to work as per the working days and hours decided by the ASTI and with half an hour lunch break on all working days. The ASTI Head must ensure that the working days and hours adhere to the service terms and conditions applicable to the non-teaching staff.
📌 Non-teaching staff are required to sign in on a register that will be diligently maintained by the ASTI. The register must track daily attendance, absences, and any leave taken. Routine audits will be performed to ensure compliance and accuracy.
📌 Non-teaching staff members are to exhibit high standards of professionalism including honesty, sincerity, integrity, punctuality and discipline.
📌 Every staff member is to maintain confidentiality with respect to student and staff, records and other sensitive matters.
📌 All staff members are to refrain from harassment or discrimination relating to gender, sexuality, marital status, religion etc. with regard to their colleagues, teaching faculty and trainees.
📌 Trainees are to report to ASTI as per the timeline mentioned in the confirmation mail.
📌 Trainees are to adhere to the schedule for attending classes and Airport visits etc.
📌 Dress Code prescribed are essentially required to be adhered by the students.
📌 Trainees are to respect the rights and dignity of each teaching and non-teaching staff member.
📌 Trainees shall have to follow all instructions issued at training centre from time to time during the course and expected to follow all laws and legal requirements.
📌 Participant shall be himself/herself solely responsible for any breach of law or failure to meet any legal obligation by him/her.
📌 Participants shall be advised to take care of their personal belongings and training centre shall not be liable for any loss or damage in this regard.
📌 Trainees not attending class are to inform the concerned Instructor/ASTI about the reason for their absence.
📌 For successful completion of training minimum 80% attendance is mandatory, failing which the trainee shall be relieved immediately by the ASTI.
📌 Participant found absent from the course without permission shall be immediately relieved from the training.
📌 Any Trainee found medically unfit during the course, shall be relieved from the training.
📌 All Trainees shall have to bear expenses for any kind of Medical Treatment during the training period.
📌 Trainees are to carry their identity card inside the ASTI Campus.
📌 Trainees are required to keep the campus neat and clean. Spitting, smoking and littering in the campus should be avoided.
📌 Smoking and consumption of alcohol is strictly prohibited at the training centre.
📌 Trainees shall pay due regard to the Infrastructure & Facilities provided and use these with due care and responsibility. Adequate recovery shall be made from the participant towards any loss or damage arising out of willful act or negligence by the participant resulting in damage to any of the training facilities or equipment.
📌 Trainees should not indulge in any kind of ragging, harassment of any kind towards the peers.
📌 Use of Mobile phones during lectures is strongly discouraged.
📌 Surprise inspection will be conducted at training centre during training period.
📌 Trainees are required to provide their feedback upon completion of the course using the Trainees Feedback and Critique Form.
📌 The ASTI shall function under the supervision of ED(Security) through the Nodal Officer(Security) at CHQ on his behalf.
📌 ASTIs shall not be clubbed with any other type of training centre except for DGR training of “Personnel responsible for the screening of passengers and crew and their baggage, cargo and mail” (Previously CAT 12) required for certified screener as per AO 3/2020 and as amended from time to time.
📌 AvSec courses will be delivered exclusively by BCAS-certified AvSec instructors at BCAS-approved ASTIs.
📌 Only instructors who possess a valid Instructor Certificate and a current Basic AvSec Course certificate will be assigned to conduct classes.
📌 Instructors who are due for refresher training will not be utilized for conducting training sessions.
📌 ASTI shall conduct only those courses for which accreditation has been granted by the DG, BCAS.
📌 ASTI Head shall be tasked with responsibilities for the safekeeping and secure storage of all training equipment and its material used in the ASTI. The AvSec instructor(s) shall have a dedicated office where confidentiality could be maintained.
📌 All trainings imparted at ASTIs shall strictly conform to the programme and syllabus as outlined in NCASTP. No deviation in course programme and syllabus, unless approved by DG, BCAS shall be developed and accepted.
📌 ASTI-Head shall ensure that the BCAS certified Instructors posted in the ASTI are imparted requisite refresher training in accordance with NCASTP.
📌 ASTI-Head through Nodal Officer(Training) at CHQ shall ensure continuous professional growth of Instructors through study, research, participation in seminars, conferences etc.
📌 ASTI can allot slots to participants of other entities involved in performance of security functions, in each AvSec Course in accordance with NCASTP, even if they are having their own BCAS approved ASTIs. Special dedicated batch for other entities can be conducted on request, however, in both the cases they need to give a written undertaking in Appendix-W to BCAS (Training Division) that they do not have any pendency, pertaining to AVSEC training of their own regular staff.
📌 A monthly report regarding training activities shall be forwarded by the 5th day of every month to BCAS training division.
📌 ASTI-Head shall ensure accuracy of the Question Banks being utilized for practice/mock tests.
📌 ASTI-Head shall ensure that the updated TRB and PPTs are utilized for imparting the AvSec courses.
📌 ASTI-Head shall ensure that IG is provided to all the instructors.
📌 ASTI shall forward nominations to BCAS HQ(Training Division) at least 7 days in advance via e-BCAS portal for AvSec Basic Course. Once the nominations are approved by BCAS, the participants can undergo the said training.
📌 Details of participants, eligible for Testing and Certification for screeners, shall be uploaded on the e-BCAS portal by the concerned entity.
📌 Proper records of all financial transactions shall be maintained by the ASTIs.
📌 Maximum number of trainees for any AvSec course shall not be more than 40.
📌 The equipment which is used at airports shall be available for training at the ASTI i.e X-BIS, DFMD, HHMD and ETD/EVD along with the requisite no. of dummy bags including restricted items and dangerous goods as per NCASTP.
📌 Each ASTI shall have a minimum of 20 CBT licenses and shall have upgraded image library and AMC.
📌 A roster of qualified and/ or certified AvSec Instructors shall be available at every ASTI.
📌 All ASTIs shall conduct a minimum of three approved courses annually to maintain their accreditation.
📌 The ASTIs shall ensure that all required training, basic and refresher, is completed as required for aviation security personnel and shall further ensure to check this aspect on a regular basis, through frequent inspection of training records of staff applying security controls.
Uniform/Dress Code for Candidates, Faculties and Non-Teaching Staff
- Professional Appearance: Maintain a neat and professional appearance at all times.
- Modesty: Attire should be modest and respectful, considering Cultural norms and values.
For Males
- Shirts: Collared, formal shirts (long or short sleeves) in solid colors or subtle patterns.
- Trousers: Dress trousers or formal chinos.
- Footwear: Closed-toe formal shoes; sandals or sneakers should be avoided.
- For photo session on Inaugural Day, formal attire, including a blazer and tie, is recommended.
- Ensure that clothing is clean and pressed.
For Females
- Tops: Blouses or formal shirts, preferably with sleeves; avoid low necklines.
- Bottoms: Dress pants, skirts (knee-length or longer), Sarees or formal salwar suits.
- Footwear: Closed-toe shoes or formal sandals; avoid flip-flops or overly casual footwear.
- For photo session on Inaugural Day, formal attire is recommended.
- Ensure clothing is not overly tight or revealing.
Additional Considerations
- Accessories: Keep accessories minimal and professional.
- Grooming: Personal grooming should reflect professionalism; hair should be neatly styled.
- Cultural Sensitivity: Be mindful of cultural norms, especially in a diverse environment.
Prohibited Attire
- Casual Wear: Avoid jeans, t-shirts, shorts, and overly casual clothing.
- Offensive Clothing: Any attire with offensive logos, slogans, or imagery is not permitted.
